The purpose of this paper is to summarize what is known about the direct and underlying causes of deforestation and forest degradation, and the policy options available to reduce the resulting carbon emissions. The analysis suggests that the design and implementation of REDD policies will be neither simple nor straightforward, given the complexity of the social, economic, environmental and political dimensions of deforestation. Many of the underlying causes of deforestation are generated outside the forestry sector, and alternative land uses tend to be more profitable than conserving forests...
